Note that you can satisfy all the above requirements, other than
python, without compiling a single line on windows, by going to <a
moz-do-not-send="true" class="moz-txt-link-freetext"
href="http://www.riverbankcomputing.com/software/pyqt/download">http://www.riverbankcomputing.com/software/pyqt/download</a>
and downloading then installing the appropriate package from the
binary packages section: PyQt-Py<i>P.p</i>-x<i>W</i>-gpl.4.8.6.1.exe
where <i>P.p</i> is your version of python and <i>W</i> is 32 or
64 depending if you are working on a windows 32 or 64 bit machine.
