I'm using ppa apt source for ubuntu hardy.

deb http://ppa.launchpad.net/kubuntu-members-kde4/ubuntu hardy main
deb-src http://ppa.launchpad.net/kubuntu-members-kde4/ubuntu hardy main

install qt4.4, pyqt4 and qscintilla2 from ppa
then download eric4 and run it.
