[Eric] Passive Debug Mode/Not connected

This probably has a ludicrously simple answer but it has me foxed...

What does this mean in the shell window:

Passive Debug Mode
Not connected
Passive >>>
================

And is it connected to the reason I cant run the script with F2.
All the Start/Debug options are greyed-out.

I am running Fedora 10 with standard issue RPM's:
