I've tried to install 4.3.8 from your repository and it doesn't work for me.
It looks like python-pyqt4 and python-sip packages are not compatible:

RuntimeError: the sip module implements API v6.0 but the PyQt4.Qsci module

BTW the rpms are:
~ >rpm -qa | grep -i python-qt4
python-qt4-4.6.1-53.2
~ >rpm -qa | grep -i python-sip
python-sip-4.9.1-54.1
