[PyKDE] ANNOUNCE: SIP/PyQt v2.3pre1

v2.3pre1 of SIP and PyQt are in the usual place at
http://www.river-bank.demon.co.uk/software/private.

This version includes the change that means that you no longer have to
keep references around to children of QObjects (and it's sub-classes) to
keep the Python object alive.

Please, please test this. The change shouldn't cause problems - but I'd
like to be sure.
