[PyKDE] ANNOUNCE: PyQt v0.11.1pre1

I've put PyQt v0.11.1pre1 in
http://www.river-bank.demon.co.uk/software/private.  There is no new SIP
or PyKDE.

This only needs to be tested by people with gcc 2.95.2.  The discarding
const problem should be fixed.

I'd like some quick feedback on this please.
