[PyKDE] ANNOUNCE: SIP/PyQt/PyKDE v2.0pre2

I decided I needed another pre-release -

The following should be fixed...

- SIP configuration problems
- QListBox (the themes.py example no longer seg faults)
- passing None where a class pointer that is dereferenced is expected
raises an exception rather than seg faults
- passing None where a QString is expected converts to a null QString
(same for QCString and QByteArray).
