[PyKDE] ANNOUNCE: SIP/PyQt v2.5.1pre1

SIP and PyQt v2.5.1pre1 are in the usual place at
http://www.river-bank.demon.co.uk/software/private/.

There are no changes to the SIP runtime, so there is no need to upgrade
unless you are generating your own code.

Changes to PyQt are mostly the addition of missing methods (I've been
doing a detailed audit as part of the upgrade to Qt3). Other changes
include...

- QObject.className() works properly

- QLayoutIterator.next() has been added

- The layout managers don't take ownership of QWidgets they are managing
