[PyKDE] [ANN] Development Snapshots RPMs for Red Hat 7.3

I just put up some Red Hat 7.3 development snapshots of sip, PyQt, and 
recompiled PyKDE against them. They are available at the PyKDE 
SourceForge.Net website at (chorus):
