[PyKDE] PyQT problems with the latest CVS

In an effort to try to get a usable PyQt 3.0.x under windows I have been
trying to get CVS to build. On linux I have the following issue with PyQT:
make[3]: Entering directory `/home/geiseri//PyQt/PyQt/qt'

import libsip
ImportError: No module named libsip
I what is this libsip mython module? I know it was talked about on the list
but the latest CVS lacks this. Could someone point me in the right
direction?
