Released as v3.1.
configure will now use qt-mt in preference to qt if it finds both.
Removed build.py from the distribution until it is finished.
Added /Transfer/ to QThread.postEvent().
Added /ReleaseLock/ to QThread.postEvent(), which might not be required but
shouldn't do any harm.
