[PyKDE] New Debian sip/PyQt packages. Please try them

I've tried out the python2.2-qt3 package and friends and so far I
haven't had any problems! 

Well, that's almost true. Eric doesn't work, but then it didn't work for
me even when I installed PyQT from sources. Is it expected to work? In
that case I should probably look into it more.
