[PyKDE] setCallTipsAPIs question

Hi Phil,

wouldn't it be reasonable to add /TransferThis/ to 
QextScintilla::setCallTipsAPIs etc. so that the apis won't be destroyed 
if you only create them locally and do not keep any reference by yourself?
