[PyKDE] ANN: PyQt v3.6, SIP v3.6, QScintilla v1.0

The latest versions of PyQt, SIP and QScintilla have now been released and are 
available from http://www.riverbankcomputing.co.uk

Highlights include...

- Support for Qt v3.1.2 and Python v2.3b1

- Support for the Educational Edition of Qt

- PyQt includes the qtui module for loading .ui files directly into 
applications (thanks to Hans-Peter Jansen)

- QScintilla is based on Scintilla v1.52 and includes high-level API support 
for call tips, auto-completion lists, command key assignment and 
recording/playback of keyboard macros.

- SIP includes support for C++ operators, C++ exceptions (thanks to Oliver 
Kohlbacher), and the creation of API files for QScintilla call tips and 
auto-completion lists.

- The binary non-commercial and educational versions include a sub-package 
(not installed by default) of the extra SIP tools needed to build additional 
Python modules based on PyQt (eg. PyQwt).
