[PyKDE] pyqt and python 2.3

Hi all,

Is there (or will there be) a windows binary release of pyqt that
supports python 2.3? I'm running windows xp pro. I tried building the
pyqt non-commercial license with cygwin with no success - the compile
dies right at the beginning with:

c:\make.exe
cd sipgen; c:\cygwin\bin\make.exe
c:cygwinbinmake.exe: not found
make: *** [sipgen] Error 127

Unfortunately I'm not familiar with "make" so debugging the makefile is
beyond me at present. Any insight is much appreciated,
