[PyKDE] installing PyQT/Windows as normal user

Yes, I'm always working as the same user. I've installed Qt
(QtWin230-NonCommercial.exe from www.trolltech.com) and Python 2.3
(Python-2.3.exe from www.python.org) and now try to install PyQT
(PyQT-win-nc-3.8.exe from www.riverbankcomputing.co.uk).
The installers starts, runs through some progress bars and displays a
dialog box saying that only Administrators are allowed to add, remove or
configure server software during a terminal session. After pressing OK
(the only button) the installer exits.
I'm working on a Windows 2000 Server via Citrix MetaFrame.
