[PyKDE] PyQt-x11-gpl-snapshot-20031202 - build.py :'module' object has no attribute 'SIPConfig'

I'm using Python 2.3.2 on RH 9.0

I've installed sip-x11-gpl-snapshot-20031204 (this is a V4 snapshot, 
should the directory name reflect this?)

I'm trying to build PyQt-x11-gpl-snapshot-20031202 .  When I run
python build.py -h, I get:

Traceback (most recent call last):
   File "build.py", line 44, in ?
     config = sipconfig.SIPConfig("PyQt snapshot-20031202")
AttributeError: 'module' object has no attribute 'SIPConfig'

Any idea what's wrong?
