[PyKDE] Next Releases of PyQt and SIP

I want to release PyQt v3.10, SIP v3.10 and SIP v4.0rc2 soon.

All outstanding issues have, as far as I know, been resolved so I'd be 
grateful if people could give current snapshots a quick test.

(The only exception is the problem with typedefs in signal signatures in 
PyKDE. As this problem had gone unnoticed since day one I won't be holding up 
the release until it is fixed.)
