[PyKDE] pyQt on windows

One issue that we have with BlackAdder is that it's available for Windows
i686 and Linux i686 only. If we were to use BlackAdder, we'd still have to
purchase Qt and PyQt to support the various other platforms that we need.
And, we'd still have to find another IDE for those other platforms...
