[PyKDE] final build.py cleanups

Hi Jim,

here is a final cleanup for the time being; most significantly, the 
global handling. Since globals are only necessary on assignments,
I removed all superfluous ones. While at it, I've fixed some indentions. 
No further functional changes. Tested.
