Usually on a RPM based system the Python.h file is in the "-devel"
package. Here on a MDK 9.1 it shows :

  $ urpmf Python.h
  libpython2.2-devel:/usr/include/python2.2/Python.h

An alternate solution would be to make a full install of Python from
sources.
