[PyKDE] sip module template

Out of total pitty, I tossed together a _simple_ sip module project template 
for anyone who's interested. **You should get into hack-mode** to find and 
fill in the makefile tokens, but at least a few key points will point you in 
the right direction.

I will be trying to make this thing somewhat usable in the future, and have a 
desire to write tools for this purpose, but all in due time.
