I assume you mean PyQt, not Qt.

PyQt is packaged with InstallShield, not distutils, so it has no knowledge of 
Python and doesn't search for it.
I don't test installing in non-standard directories when I build the packages. 
I'll check it out but I'd be surprised if something as fundamental as this 
was broken in InstallShield.
