[PyKDE] PyKDE - 8/16 snapshot

The 8/16 snapshot of PyKDE is upat riverbank. This fixes some bugs 
that affected earlier KDE versions (mostly 3.0.x) and compiling without 
concatenation. It also includes complete docs, including the new KDE 3.3 
classes and methods.

As usual, I would appreciate any bug reports, problems, comments, etc.

The final release will follow the official KDE 3.3.0 release by a few days, 
although I'd expect this snapshot will probably build against the final 
release.
