Hmm, I was able to build 

  * qt-mac-free-3.3.0     (versus your 3.3.1)
  * sip-snapshot-20040216

on 10.2.3 without any problems. Perhaps try a recent sip snapshot (see
snapshot link on same download page). FWIW, I was not able to build
qscintilla successfully.
