Just some ideas:
It may be that you need the devel packages .... I am not sure about the
signature but it may be something like pyqt-3.12-3-dev,
qt3-3.1-36.16-dev, etc.
It may be that you need an extra packet like : python2.3-sip-qt3 (or
something similar)
