Hi Richie,
before putting too much effort into this, you might want to get a eval license
from Trolltech and download the eval version of PyQt, too, to get a taste of
eric3 first. If you still like it, you can try to get it running via Cygwin
(although I wouldn't be too positive about this - on the other hand, I don't
know too much about this).
