[PyKDE] PyQt4 and Qt v4.1

I've decided to drop support for Qt v4.0.x in PyQt4. I can't think why anybody 
would use Qt v4.0 now that 4.1 has been released - and it will make things 
easier for me.

Tonight's snapshot will require Qt 4.1.0. People porting examples don't need 
to worry about Qt 4.0 support.

It will take me a few days or so to add all the new stuff - but at least it 
should build.
