[PyKDE] Sip Crashes Python when -u on win32

What version of SIP - LIBSIP implies v3.x rather than v4.x. Debug builds
have been fixed in current SIP v4.x and PyQt snapshots, but the SIP v4.x
snapshot isn't ready for production use yet.
