[PyKDE] Qt required for SIP?

Hello,

Is Qt required to use SIP?  I'm developing on Windows
XP and don't have a license for Qt.

Are there examples that I could download?  I looking
for something more than a "Hello, World" example.  In
particular, I'm looking for examples of class nesting,
function/method overloading, parameter defaults,
composite types, etc.?
