[PyKDE] Patch to support non-ascii character in PATH environment variable

Hi,

The last stable release of Eric 3.8.2 can't run when there are non-ascii
characters in evenvironment variable PATH. Attached patch for
"Utilities/__init__.py" should resolve it.
