No you did not. The latest versions of both can be obtained from

www.riverbankcomputing.co.uk/pyqt/index.php
www.riverbankcomputing.co.uk/sip/sip.php

PyQt is at 3.16, sip is at 4.4.3. And you need both for the latest PyKDE
snapshots. 

If you don't get these versions from your distribution install them out
of the source.
