That's normal, or do you mean sip4? Phil said that he'll switch the
sip-snapshot from his trunk to branches/4.4 so you don't get 4.5 changes
when using snapshots. He explained also some time ago that his
"snapshot-creation-system" uses the date of the last change for the
date in the filename and that's why the snapshot was 0531 and then got
0525 (when Phil changed it to be 4.4 branch).

This is another change he did recently, PyQt4 is not
PyQt4-x11-gpl-snapshot anymore, but PyQt-x11-gpl-4-snapshot. I guess
because the release will be something like PyQt-x11-gpl-4.0.0..

They never were when sip4 wasn't changed. The dates in the filename
reflect the last change on the source. A change in PyQt4 doesn't mean
something in sip needed to change and vice versa.
