[PyKDE] Release Plans

I've now cleared my list of outstanding issues with SIP and PyQt3 (and PyQt4 
for that matter) and plan to release SIP v4.4 and PyQt v3.16 early next week.

If there is something I've missed then please let me know asap.

The first (and only planned) release candidate of PyQt v4.0 will follow soon 
afterwards - after I've written some documentation and Qt v4.1.2 has been 
released.
