[PyKDE] Qt+PyQt 4 commercial license cost?

Up to now, using PyQt in a commercial environment has been cheap
compared to Qt/C++, because the combined license costs of PyQt and Qt
were low when buying them as part of Blackadder.  Phil has indicated
that there will not be a Blackadder for PyQt4.  Does that mean that
people using PyQt4 commercially will have to pay the standard
Trolltech prices for Qt, plus the PyQt4 commercial license cost?
