[PyKDE] need some help

HI, 

I am having some problems installing sip in windows. I cannot run make. Can you please help me out and tell me which programs can I use to "make" sip?

I have cygwin and mingw but both seem not to work. 

Alternatively, I need to package a python program so that it can be ported to other platforms. This is why i need to insall libraries into windows so that I can make a windows exe. Is there another way to deal with this problem?
