[PyQt] ANN: new eric4 (4.1) snapshot release

Hi,

this is to announce the availability of the first snapshot of the eric4 4.1 
development line. Next to some bug fixes (which will be in 4.0.1 as well) it 
includes a plugin system to allow third party developers to extend the eric4 
functionality. Although it is not complete yet, feddback is very much 
appreciated. It is available via

PS: Is there any voluntere, who would be willing to take over the Russian 
translations. The current translator doesn't seem to have the time to 
maintain them.
