[PyQt] Qt CSS Validation.

Hi, 

   I'd like to use Qt 4.3's new Qt CSS Validator.  It's part of the Qt Designer Tool.

   It appears to be "StyleSheetValidator" in textpropertyeditor.cpp.  

   I've never written SIP before; would anyone like to work with me on this?
