[PyQt] ANN: new eric4 snapshot

Hi,

this is to announce the availability of a new eric 4.1 snapshot release. It 
fixes a few bugs and includes these new functions.

- added an action to stop the running script to the "Start" menu/toolbar
- added a config option for the plugins download directory
- added dialog to display the plugin repository and download plugins
- refactored CxFreeze plugin as a separate plugin distribution package

Please note, that the cxfreeze interface has been factored out to a separate 
plugin package available in the snapshots area (with all sources) or as an 
installable archive via the new plugin repository dialog.
