It sounds like the packages for Gentoo are broken, but a quick search
for problems in the Gentoo bug tracker didn't reveal any obvious problems.

I'm guessing that this is the upgrade that broke things:

Maybe you could try and apply the upgrade again and report the problem using
the bug tracker.
