[PyQt] patch for pyqt debug build error

I also had to manually tweak the following makefiles, so that they  
would default to a debug build instead of a release build:

qpy/QtDesigner/Makefile
designer/Makefile

I don't have a patch for this as I don't know how to fix this cleanly.
