[PyQt] ANN: First snapshot of Rope refactoring plugin released

Hi,

this is to inform you about the availability of the first snapshot of the new 
Rope refactoring plugin. It use the Rope refactoring library, which is 
included in the plugin. Please give it a try (eric4 4.1.0 snapshots required) 
and give feedback. Please note, that the list of refactorings offered by the 
menus is not complete yet.
