[PyQt] Settings for XP as on Ubuntu?

Hello all,

I just discovered the System:Preferences:Qt 4 Settings panel on
Ubuntu.  This rocks!

Does anything like it exist on XP?

Are there docs for this anywhere?  This is way too nifty a feature to hide.
