[PyQt] ImportError with v4.7 Windows Binary

Hi,

I installed PyQt 4.7 with the new Windows installer.  When trying to use
it, I get the following error:

C:\Misc>python

ImportError: DLL load failed: The specified procedure could not be found.

This is on a PC running Windows XP SP3.  I don't see anything obviously
wrong with the installation (qt.conf is OK, the path includes the bin
directory, nothing is left over from a previous version, etc.).  Also
note that I don't have an administrator login on this PC.

Any ideas?
