[PyQt] ANN: MetaSIP v1.0 Released

MetaSIP v1.0 has been released. At the moment this is only available from

MetaSIP is the tool that is used to create and update PyQt and other SIP
generated bindings. It is provided without any support or documentation.
(Hint: everything is driven by right-clicking.)

The initial release is typical of an application that started out as a
personal productivity tool and was hacked on for a number of years to
become something fulfilling a vital function - but still embarrassingly
badly written. The motivation for its release is to demonstrate dip and how
you can turn a useful but badly written application into a well structured,
maintainable, extensible application over a period of time without needing
to do a complete rewrite.
