[PyQt] ANN: eric 5.4.0-RC1 released

Hi,

I just uploaded eric 5.4.0-RC1. It is the release candidate of the upcoming 
major release. It includes all bug fixes of the 5.3.x line of development and 
conatins a bunch of feature enhancements. Please see the changelog file 
for details. It is available via the eric web site.
