[PyQt] Keyword arguments for pyqtSignal are broken in Python 2 (fix attached)

Hi guys!

I just found that passing keyword arguments to pyqtSignal is broken in
Python 2.  I really needed this for a personal project so I went ahead and
fixed it.  I attach a fix. It would be great if we get this merged in a
new release soonish.
