[PyQt] Strange license header for dbus/dbus.cpp and dbus/helper.h

Thanks for fixing it. Actually, as I just checked, the old header was
copied from D-Bus itself, which is dual-licensed under GPL and
Artistic license. In any case, a single Expat license seems better
than dual-licensing.

Can you please also clarify the license for files in rcc/ directiory?
Currently the header says:
