[PyQt] Potential bug in sip 4.15.5

I sent an email earlier regarding getting the following error message when
building PyQt5 for win32:

.\qpycore_chimera.cpp(496) : error C2039: 'qt4_flags' : is not a member of
'_pyqt4ClassTypeDef'

 

It turns out there may be a bug in sip-4.15.5.

I reverted to sip-4.15.4 and PyQt5 is building.
