Getting a domain and paying for hosting isn't really the problem - it's
keeping it running and getting people to use it. I think it's probably better
to reuse existing infrastructure for this - either the Python Wiki

The Python language Wiki at least has an entry for PyQt which it seems needs
to be tidied up a bit:

Since the old PyQt Wiki was also a MoinMoin site, transferring old content to
the Python Wiki shouldn't be too difficult.
